It sort of makes sense to me if it's growing more out of 10 and 11 than 12 per see—that she is very deliberately not "the highest authority", that she helps people but she won't "drop out of the sky and tear down your world". She doesn't tell people to make the foundation of their society what she values—she doesn't have the right.
